Find below, the history of commercial fishing on the Great Lakes, source USGS. Note, it is I believe, not so much a story of a lack of fish causing a need for a subsidy, but a management system causing a shortage of fish to many fishers. A handful of commercials, taking the majority of all fish, worth millions of dollars* and thereby in my opinion more then able to pay the full cost of enforcement and management and not requiring any subsidy from the sportsmen of this State.
